If the vacuum actuator is leaking all the engine vacuum (non-referring to a manifold air leak), then you will remove the vacuum leak from the system.

did find a short to ground on this Fuse F8
so hoping to use your diagram to disconnect the connectors until it goes high impedance
edit: do you know how to correlate the fuse numbers from your diagram to the Fuse 8. Is the naming convention matching.

need the diagram showing from the ECM —> Relay —> 15a Fuse —> this powers multiple things including Fuel pressure regulator / engine mount solenoid etc.
