That’s the wrong fuse location, you need to be looking at the fuse box in the footwell, under a removable panel.

I have VCDS, VCP and have been using them for over a year and ODIS interface VAS6154 on order. All 3 are genuine.
VCDS is very user friendly, meets your requirements and isn’t expensive to get if you just need it for your own vehicle.

For anyone having issues with the rear footwell lights, only certain BCM1 modules are pinned for the rear lights in the correct plug. So even though the pin is fitted into the right plug (the black 17 pin plug) the pin doesn't exist on the BCM1 board so won't work.

Here is a pic of the Mk2 TT round airbag for the Flat bottom steering wheel showing the 2 igniters for the 2 stage airbag system.
In your pics, you can see that the round airbag only has 1 igniter port so would need wiring modification to be plugged in to the car. No way of knowing if it’ll...
Physically the steering wheel will fit but the airbag on the B8 went back to single stage in 2012 when the B8 became the B8.5 so the airbag will not be the correct one for the airbag system.
The wiring can be adapted for the single stage airbag from the B8.5 but not only is this dangerous there...

Few pointers:
You’ll need to cut your door card.
Iirc it’s not module specific so shouldn’t need new modules
Buy some replacement door card poppers as you WILL break a few
The lugs on the door cards will also break too but are easily glued back on.
It’s not coding, you’ll need replacement wing mirror units, maybe door control modules depending on which ones you have and new wing mirror switch.
THEN you’ll need coding
No nasty modifications needed, it’s all just plugs.
