There is a 2014 EU DVD, which I've been using since November last year, with part number 8P0 060 884 BQ.
See Audi Radio/Navigation System (RNS-E) - Ross-Tech Wiki for the start screen coding.
When you've changed the value in channel 18 you need to reboot the RNS-E (press and hold RADIO and SETUP).
The only posts I've ever seen from someone who did the single to dual stage conversion and subsequently had a crash showed the passenger airbag had deployed but the drivers one hadn't. Not much to go on with just one example, but it does illustrate the extra risk.
So you have to ask yourself...
Depends what fault code reader he used, VCDS definitely works for airbags but some readers only read the engine ECU.
If the airbag light is on then 100% the Airbag controller HAS a fault code stored no question.
Common problem on B6 & B7 Avants - I had it last year but the rear wiper motor jammed and overheated so badly it was smoking, so I had to remove the (common) wiper fuse which meant I lost front wipers as well (BAD design Audi).
Replacing the rear wiper motor is a pretty easy job, my wife...
The honeycomb grille probably isn't a genuine Audi part: honeycomb = RS and there wasn't a B6 RS4.

That's a 2006 module, see Audi Bluetooth / TEL interface - part numbers | Audi Forum
So it might not worth with your phone (extra support was added each year), hence why I gave the advice to get the newest module you can find.
Yes, you can turn the RNS-E on at any time - but it will turn off after 30 minutes unless you turn the ignition on in the meantime.
It has only PERMANENT 12V and uses CAN bus messages to tell it when to turn on/off.
That's why you need the full version of VCDS...
If the RNS-E is coded for the correct vehicle and the CAN bus is connected properly then it will turn on/off with ignition OK.
I say ignition but that's actually a simplification - the RNS-E turns on, but with a blank screen, when you unlock the...
3?1153 RNS-E coding suggests an A4 without Bose but with CD changer and TV tuner and Aux In, see Audi Radio/Navigation System (RNS-E) - Ross-Tech Wiki
On the instrument cluster it's the value in adaptation channel 61 that's important not the actual coding Audi A4 (8E) Instrument Cluster...
The best one is an 8P1 862 335, or the latest suffix non-US version you can find of an 8P0 862 335.
