Well no if the pulley isn't turning, it will kill the belt fairly quickly tbh as it's friction will melt the belt. So you need to address that asap.

As above, zy turbos have a very bad name all over the net it would appear, if I was you I'd get a genuine Garrett & swap out as if that blows, which allot of people on various brand cars have experienced, it could cause allot of damage.

That motor is in the headlights, it doesn't connect to that, it's for a sensor on the axles.
