If they don't change the filter AND you booked it via the website I think you have a good argument that that they have not done the work you contracted with them for, and get them to do the job again, changing the filter that time.

From what I gather the correct oil is Very expensive but essential to use for obvious reasons, I believe ball park cost is around £200 but mine was done before I bought the car so don't know what current costs are.

Did the original pump have and damage to it when if failed the first time ? I'm thinking maybe swarf in the system from the original pump if it broke up could be contaminating the PAS fluid and knackering the replacement pump(s) and or the rack itself. Is the system leaking at all?
If you don't trust the badging, just get on your knees and have a look under the rear of the car for the rear Diff and driveshafts, if they are missing its not Quattro.
First thing to do is scan the car with VCDS for codes. If no codes then iId fill the tank, go for a long drive and then refill tank and manually calculate the MPG. A dodgy MAF or Temp sender will both cause the motor to potentially over fuel, and are inexpensive items to replace if at fault...

I think I would have done the same, there are good S4's out there and they are a fantastic car. I spent 4 months looking for one and eventually found the right one. A aftermarket warranty makes a lot of sense on these. Find a good S4 and I guarantee you will have a big grin on your face.
