2007 Audi A6 2.0 (BRE) Surging Fault

Hello, if anyone could help with these problems with a 2007 Audi A6 2.0 (BRE), I would be very grateful

Vehicle's current mileage is around 65000 miles.

The vehicle since purchase had intermittent surging issue (while holding steady speed, rpm would pick up by itself) - there was also a noticeable lack power as though vehicle wouldn't boost and slightly lumpy at idle. Eventually the vehicle broke down and ended up having cylinder head off to find most valves leaking, EGR valve broken off the spindle and DPF blocked. Cylinder
head issues were fixed, EGR valve replaced, DPF cleaned by specialist and inlet manifold was replaced due to being clogged up. Vehicle is now running again but with same issue as before, surging intermittently while at a steady speed, lack of power when accelerating and lumpy idle as though every so often it's misfiring.

-There are no fault codes.
-Injector values all seem to be ok (none are maxing out at 2.99 etc.).
-Vehicle drives no better with EGR blocked off, in fact seems to be worse in terms of performance.
-DPF is around 10% load.
-Have driven vehicle with MAF sensor disconnected with no difference, also tried disconnecting EGR plug (as it is electronically operated).
-Turbo boost pressure values (specified and actual) are ok.
-Fuel filter has been replaced.

Another issue found with vehicle:
-When driving around 1600rpm and you lift foot of the accelerator, the vehicle continues to drive at this RPM until you brake or increase the revs. Again, it is an intermittent fault.

If you have any idea's then please let me know

. I have seen some posts that suggest faults like this could be caused by the ECU, one person had access to another ECU with the same serial number and swapped it to find out that it cured the fault. Is there any way to test the ECU either to confirm it is at fault or to rule it out??

I also have BRE engine and would strongly suggest to check throttle body too just to be on the safe side (as it had not been listed in your description of visited items)... sits below EGR.

All I can add it is very likely to be an ECU as I recall I had similar (very intermittent though) issues with C5 2.5TDI Quattro and was cured with an 'update'. Considering it was done at the local garage and I was only charged 50quid I do not know what exactly they did but they said to me it was an 'update' :). I sold the car 6months after and not once it caused power surge post 'fix'...
