A3 2.0 TDI BKD Fan noise?

Hi guys,
I have recently noticed on my sisters car that the fan on the right side of the radiator (smaller one next to it) always comes on no matter what the temperature! It just starts up pretty much straight away, I read somewhere putting the Econ button on stops it which it does. The car doesn't have Air-con.
Is the fan faulty or need a new one, sensor?

Any help would be great.

If the car has climate control, then yes it has aircon & turning the econ button of activates the aircon.

I thought it would of had AC button for that, yes it has climate control, so dont need to worry about the fan then? I find it really annoying

Newer cars changed to AC button, so yes no need to worry.
