I'm open to both possibilities. it depends. I don't know too much about spacers and how they can effect the car outside of the aesthetics.

Best thing to do is hold something flat against the arch and then measure from the tyre sidewall to it, this will give you the measurement to get the wheels exactly flush. You can then take a few mm off for clearance.
