Blackvue not working

Si, whats not working? Is it a power issue? Is it new? If not was it working before?

Hi, I bought it with the prev lady saying she did not know how to download the firmware to it, I have done this now onto new SD card but cam just got a blue fladhing light and does not boot up. It's eorth soneone having a try as at the mo its useless
