On my 130Pd, if you look to the side of the engine above the turbo in front of the egr valve there is a plastic housing which appears to have a plunger coming out from it and it joins to some sort of mechanism, firstly what is it for and also it is covered in either oil or diesel, not its not majorly leaking but it is leaking if you get me?? Should this be bone dry or is everyone else's like this?

I'll check tomorrow in daylight but I know around that area I have some oil leakage. I think it's pretty normal.

Anyway, just taken a look at mine. Are you talking about the thing just under the plastic engine cover?

If so, mine is dry and clean but I have no idea what it's for.

mine has looked oily for the last 18 months (since i bought it) also 130PD my garage (specialist) has never mentioned it as a problem.
