I’m really not too sure, but I wouldn’t imagine RossTech will refuse money, regardless of who wants to upgrade. Perhaps someone more knowledgeable than me can contribute with their knowledge??

Just received this reply from Ross Tech, so it seems you have to be the registered user to be eligible for a VIN limit upgrade.

VIN upgrades are only available to registered users. It costs $99 to
become the registered user of a second-hand interface as a stand-alone
transaction. Once that's done, you could then upgrade the license from
10-VINs to Unlimited for $169.

However, we also have package deal that combines these two into one for
$199, for a savings of $69 over doing them separately, and under the
circumstances you've described, that seem to be the way to go:
