Having a nightmare with the chrome bits on my front grill 'any help?'

removed all the horrible wallnut today and the badges to get it all sprayed..

i wanted to get the chrome done in gloss black but i cant remove the chrome for starters and the 3 bolts on top of the grill seem to be stuck in if that makes sence?

how do i do this? or do they have to be painted on the car i.e alot of masking??
