Humming noise when turning.

Hi.
My car developed another issue today. When turning at slow speed (up to 30mph) there is a humming noise from the front of the car. It feels almost like the wheels are rubbing against something. No big vibration or anything.
I've checked power steering fluid and it green with correct level.
I found some info on Internet that says something about a tsb for it. Although couldn't find what exactly tsb is about.

Any advice is welcome as I don't know where to start.
 
It could be a wheel bearing or the outer joint which is in the rubber gaiter. I don't know the English word for it.

I had a look at cv joints and the rubber gaiter looks fine.
When I had them broken in another car they were making a clicking nosie rather than humming.
