Popping and burbling query - Carbon Canister?

Somebody on here must know the answer to this…..

Frustrating problem, when the car is idling, a strange popping noise is coming from underneath at the front. I actually got down and had a feel around, and there is a pipe coming from under the front stoneguard. This pipe is open ended. If I put my finger over the end of the pipe, the popping and burbling stops.

Now I’m taking it this pipe comes from the carbon canister………why is it open ended? Is this how it came from factory? Is my carbon canister faulty?
