Quattro system, always on?

Just been having a chat with a mate and it got me wondering whether the quattro system was permanently on, or whether 4wd only kicked in when the fronts start to struggle? I think it's the later, but if someone could confirm that'll be cool.

On A3/S3/TT it's on;y when need

On anyother quattro is permenent $WD

(torsion - mechnical in A4/a6/a8/allroad) (Haldex - electronically controlled in A3/S3/TT)
