Strange loud noise when trying to turn steering wheel 2002 audi tt 225

Iv had the car a few days, all was well untill the oil light came on outside the house. I topped up the oil. I then went to move the car that evening and when I went to turn the wheel to pull off it makes a really loud noise and feels like it doesn't want to move.

Is it damp where you live? It sounds like the brake rotors rusted to the pads. If that’s the case, just give it a little more juice, and they will break free.

The breaks are ok, its only when I try turning the steering wheel

Can you post a video showing the noise, or at least try and describe it? Could be something as simple as low PAS fluid, which would make a whirring/groaning type noise as you turn the wheel.
