Appaernetly they only flicker when being filmed. Just like when you film a TV (for whatever reason) Flicker rate. I cant see them flickering like that and getting away with it.It would give the viewers a fit sitting behind that!....but then maybe im wrong....

I reckon if the lad is the sort to j-turn out of his driveway, film it, put funky music onto it, plus the bov, there is every chance that its a mod, i'd bet money on it!! i mean i've seen loads of cars filmed with leds, plus what about the leds on the front of the newer audis, dont see them flickering in vids!
