What is this part please & why is this on engine cover

Hello. Went to view a 2012 A3 S line 2.0TDI today and this was covered in rust and directly underneath it was soaking in water. What is this part and surely there's a leak somewhere?

Also the engine bay had what looked like 27/1 on it in chalk... ??

the first part is your fuel filter, not sure what 27/1 is though

Yes fuel filter and if water gets on to it I don't think there's any way for it to drain off. And cover could be one from a dismantles? I know they write codes in chalk on a lot of parts so it wipes off easily.

27/1 is proberly the date, usually last service or cambelt change. Some people tend to write dates on the engine bay. Don't know why they don't just use the service book.
