Jet washers

My bumper jet washers have stopped working. I know this is fairly common, but what are the usual causes and fix's for this.

In the cold they do freeze up quite easy, Unless you use a good mix of screen wash and water,
When you try to use them... what happens?
Puddle on the floor?
Nothing?
Strange noise??
