Tow rope weights

Is the 2000KG (for example) rating of a tow rope the breaking point or does it indicate the weight of vehicle it can tow based on rolling resistance. i.e. could a 2000kg tow rope pull a 2000kg car out of being stuck in mud or does this weight relate to towing on the road with all 4 wheels freely rotating?
 
I would say it it's the towing weight of the car behind, maximum 2 tons. I'd look for something stronger if towing out of a field, or invest in a tow bar if for towing cars/vans on the road, these have a spring thing in the middle, and keeps the car behind at a fixed distance, much safer in my opinion.
