REAR WIPER ISSUES!!!

I have just bought my first S3 and the rear wiper doesn't work, it actually doesn't even sit right as it sits on the body work and has scuffed the paint back! Just wanted some help with common issues and what to check befor I put it into a garage.

Could be same old problem of blocked water jet & thus leaked into unit & ******** it, is it under warranty?
