yes it could.
the valve is what pilots/controls the boost or vacuum to the DV down the small hose.
ie boost to keep it shut.
Vacuum to open it.
If the DV was faulty, you may have got this error..
17705 Pressure Drop between Turbo and Throttle Valve(Check D.V.!)
Now, IIRC there is a way of doing an output test on the N249 to see if its working, you should expect to hear/feel it clicking, but its something i havent needed to do, or remember where i saw it.
If it was electrical fault, ie unplugged I _think_ it comes up with another different error to the "mechanical" one, but i cant be 100% sure, but its certainly something you could test by unplugging it and seeing what fault code it gives.
