Error P0698 - Sensor Reference Voltage Low "C" Circuit Low

Hi guys

I have my Audi A3, 2.0FSI.
I replaced the throttle body and pedal sensor. However at the diagnosing machine this error can't be reset.

P0698 - Sensor reference voltage "C" circuit low.

What are possible causes and what do we do?
