are trackers standard in 8p s3???

I've owned my car for 2 years,went to get a dashcam installed to the mains and a tracker was installed under the compartment under the steering wheel..
Bought it through a garage and I'm the second owner...has he had it put in or is it standard ..what has other people got under the steering wheel part.
