M1/A1 driving on puncture

While travelling home from Oxford yesterday There was flashing signs slow down to 50 , incident . so most drivers slowed but as usual some idiots didn't , but a few miles further up there was a traffic officers vehicle travelling on hard shoulder behind an Audi with a puncture although going slow .The tyre was shredding bits off it .
Am I being ott thinking this is not on.
Is this the rule now if you have no recovery membership can they make you drive off the motorway and what if the suspension gets damaged on the car , who coughs up for the damage .
I was horrified to see this ( There is no way I would drive up the motorway with a puncture.
Comments please .......
 
If you have no breakdown cover and no spare wheel, what else can you do? Dangerous places are M ways if you are stationary.
 
One of the reasons that puncture repair kits are rubbish is that they can't seal bigger holes. At the very least, cars should have space savers.
Don't fancy driving my car with a flat tyre. The alloy would cost a fair bit.
