A3 speedo immobilizer

I am trying to swap a cluster in my A3. It's faulty and shows water temp and gas way off. I got a guy to pull the codes on the old one, with VCDS and extract the new one, however he was unable to enter the immobilizer code, as VCDS never asked for it. It's a non canbus A3 1.8T AUM from 2001. The other cluster is from a 2000 A3. I also noticed the new cluster is from a different manufacturer, my old one is Bosch. Looks identical from the front.
Has anyone had isses with VCDS not asking for immobilizer code? I did try starting the car with the new cluster and the immobilizer kicks in.
 
Bummer. I made sure the numbers in the part number was the right one. Would it be possible to somehow swap whatever is actually turning the needles? Servos or whatever they are called. I know an electrician whos good with a solder iron.
