Just had a look at a 63 plate a3 at a garage. Question is do i wait and see if the reg change makes a difference to the price or get a newer one for the same money.

As it's getting close to new registrations, dealers may have some good trade-ins they want to shift and thus you could get a newer, higher spec'd car with lower mileage on for the same money. If you not in a desperate rush to purchase you could get a cracking deal. That's my opinion on your question.
