Tail pipes

While cleaning the car today i was doing the tail pipes and noticed when i went to give the inside a little wipe there was some oil in there . So not sure if this is just residue from the exhaust or would there be any other reason for this .
Just changed PCV to a delete , have had car Walnut clean and thats it .
 
Could be just powedered carbon mixed with water? Is the color jet black? How does the liquid smell?
 
Don't forget that as they heat up and cool down the exhaust creates condensation.
This could easily pool up and mix with exhaust soot giving an oily look, but could be an innocent puddle of condensation.
