Turbo blown?

Guys my 98 tdi afn 110 is now back in my hands and the head gasket and oil cooler going and the car overheating.

Since getting it back there is smoke under hard acceration and seems very slow. I think the turbo has blown but I wanted to check opinions on this.
Also when stationary earlier I could not hear the turbo kick in as it usually would.

How much would a replacement turbo be? Ideally 2nd hand as I am going to sell the car as soon as poss for a petrol.

Bumb on this one.

I have got some boost back not but not much.
Could this be any valves or a boost leak? Or not considering the headgasket/oilcooler going and the car overheating.
