Can an increase in engine oil be a symptom of egr valve failing.

Good chance it's DPF diesel going into engine oil causing the level to rise. Seen it so many times

Maybe tandem pump?

Nope! EGR has nothing to do with this.
The rise in oil level may be caused by coolant or fuel leaking in.
The coolant may leak trough cracks in the head or due to bad gasket.
Fuel may leak via tandem pump.

There may be other causes but these are the most common ones.
