Steering Issues when not moving

Hi.

My 2010 A4 Avant 2.0tdi has really heavy steering (basically unmovable) when it is stopped or at very very low speeds but as soon as I start moving It's fine. And also if I am stationary but revving the car it is also fine.

Any pointers as to what to look at here?

Have you checked the power steering fluid levels?
