Doubt it's illegal as it blatently doesn't work that well otherwise why would it need to be paired with a laser jammer? If you've got a laser jammer why would you need laserveil at all, plus you won't know you've been targetted. The whole point of a laser jammer like the Target devices is that they not only protect you completely from laser gun targetting but that they tell you when you are being targetted so that you can reduce your speed and then let them get a reading on you.
