2007 pd170 a3 no power, intermittently wont rev above 3k

Have had a A3 BMN dumped upon me by me sister which is totally gutless, when stationary revved sometimes it will rev properly, and them it will rev to just 3000rpm

removed the egr, anti shudder valve and inlet manifold, cleaned and refitted

removed the dpf (flexi pipe on downpipe was very broken) so gutted the dpf and replaced the flexi

have now replaced all the vacuum pipes and fitted a brand new Bosch MAP sensor

scanned the car with VCDS and no fault codes, did some output tests and the manifold flap vacuum is moving but not strongly enough to move the flaps, the turbo actuator is moving as it should be

the thing that seems strange is the boost pressure, at idle the pressure is 200.2 mbar and if you rev it, it stays the same, ive driven it with the specified and actual boost and the specified is moving as expected upto around 2600mbar but the actual stays the same?

now if I understand this correctly, the actual should be at atmospheric pressure at idle so 1000mbar ish, not 200.2mbar?

have now tried 3 different map sensors, including the brand new Bosch one today, and stays the same?
