A 'bit thick' coil spring question

Hi all. A bit of a thick question but when companies quote -20mm, -30mm etc for s3 springs, are they based on the standard A3 car suspension height or the s3 height.? I fitted -30 springs to my old s-line 3.2 quattro and it dropped it a bit more (they were for all quattro cars) so are the springs that are for s3's the same? I want to drop the front on mine a bit, to level it up, but am not sure -20mm springs will do it?
I've seen reference to eibach pro springs being used and being -20mm, so assume it is based on s3 height, but want to check.

If you have the S3 all drops mentioned would relate to an S3 as it came out of the factory.
If an A3 then all drops would relate to an A3 factory height. Hope you got the gist of it now.
