I changed it on my old A3 1800cc petrol and it was on the block, I'd imagine the diesel would be the same. A sensor on the radiator would be for the fan.
Changed mine it is on the right hand side (when viewing the engine standing at the front of the car) on a pipe arrangement that is attached to the block, it is at the back and unlike the 1.8T you do loose a fair bit of coolant.

standing in middle front of car look to left of the intercooler pipe that comes up to throttle body , in this gap you will see a plastic connector pipe coming out the side of the lower engine block at 60ish degrees , this is where the sensor is located.
location is nicely hidden !
but carried out an oil change at the same time
so had the throttle body off and the intercooler pipe off already .
remove the two screws holding the dip stick in place gives you room to
turn the dip stick pipe enough to get to the sendor !
dont loose the o ring seal
or you have to do it twice ahem . . . .
