Starting when Cold

I have an a4 Quattro 2.8L that when it is cold and I try to start it, it will crank for a while but not turn over. I then turn the key to the off position and try to start it again and it turns right over no problem. Any Ideas?
 
I read it the same way aragorn did.

To crank an engine is to turn it over in my little world.

I guess you mean that you hear the starter going but it is not engaging with the flywheel thus not turning over the motor?

If I am correct with the above, then Ian52 is correct, solenoid is ******.
